Nvidia geforce experience says downloading driver but nothing happening

Since this issue is most likely caused by GeForce Experience, taking the alternative route may allow you to update your drivers with no problems. You can bypass GeForce Experience by downloading the GPU driver from the official Nvidia website. Before you do anything else, make sure GeForce Experience is completely closed.
